Why is it an abuse? What is forbidden? Sorry, it’s not immediately obvious to me?

The spec says that they’re for use private to the page or application and specifically says external software should not use them: html.spec.whatwg.org/multipage/dom.…

‘forbids’ seems like an overstatement to me, I suppose that’s what threw me. Not entirely sure why this is especially problematic or worrisome exactly?
