Yeah, it makes such archives less inaccessible, but most PDF user agents do not have proper tools for real accessibility (changing colors, “reflow”/reponsiveness, …). I think it’s an important and promising first step, but there’s still lots to do.

Is the missing link the format itself or the readers? (or a combination?) I’m not sold on PDF being inherently better as a digital archive (well written HTML + CSS, properly stored, might be better in many respects), though a single file would be perceived as easier to maintain.
